of strength significaaling he i top of the heightened security. >> it is an attack of humanity. it has to be stopped. >> reporter: attack on humanity. donald trump making the case his team is going to go aggressively after the fight against terrorism. giving no specifics after meeting with advisors here in mar-a-lago. trump met on wednesday with two key ceos. from the boeing company. of course, you remember this month that donald trump going after the boeing company saying they are charging the american taxpayer too much to refurbish air force one. he invite td the ceo here for a meeting. he faced the cameras and said he would try to bring the costs down. trump says this is something he wants to do when he takes office to bring business leaders in. part public relations and part negotiation.

clearly wanting to make the case he is trying to fight for the american taxpayer. part of that populous appeal. now advisors to trump say he will take most of the next several days off. he still have two key cabinet positions to fill. veterans and department of agriculture. he takes office 29 days from today. miguel and christine. jeff zeleny. we are learning more. this is filling out the people who will have the ear of donald trump. he is naming billionaire investor carl icahn to the investigati cabinet. he will find and get rid of rules and laws that he thinks hamper businesses. icahn told cnn, i'm not anti-regulation, but anti-the stupidity of the regulations and it has just run amuck. he wants to let entrepreneurs to secure jobs.

the committee saying this is a quid pro quo 25 years in the making. in the early 1990s, icahn came to trump's rescue. icahn has a long history of financing trump casinos. the transition team is said to be talking about quickly imposing tariffs on foreign imports using executive action soon after he takes office. some fear it would ignite a trade war. sources differ on whether talk of tariffs is serious or a trial balloon to gauge. trump named economist peter navarro to head the national trade council.

navarro is regarded as a hawk with long, sharp talons on china. >> even the ministry of china was asked about it. >> a subtle indication. another job the administration is working to fill. it is turning out to be a bit of a struggle. the former ambassador to the u.n. john bolton. is unclear if he can get enough votes in the senate foreign relations committee. even bolton's boss rex tillerson has reservations about him. the candidates search is moving to other less known names. donald trump's adult sons removed in the board of a charity poised to give access to the president in exchange for

donations. they were listed on the board of the opening day foundation. tmz found a draft of the invite on january 21st. it offered a private reception with the president and then a hunting trip with the sons for $500,000 or $1 million donations. since, the new invite has been put out with no reference to the hunting trip or meeting with the president. let's break down all of the latest on the trump transition. we are joined by political reporter tal kopan live in washington. you have to feel trump is at mar-a-lago feeling vindicated. he has markets up. strongly on the trump bump as they are calling it. when you look at what happened in berlin in particular, this horrible case of a hardened criminal in prison and illegally

everything. he has had things to point to as clear victories especially on the economic issues. he is very good to say look what i have done. this is a clear example of my work. >> tal, does the transition seem to be calming down and get into a bit of a rhythm? you have donald trump to come out and say he would continue with his efforts to have the muslim registry and sort of the extreme vetting of muslims. the statement of slaughter of christians with regard to the attacks in europe. they walked all of that back. you are seeing more moderated statements coming out of his camp. what is your sense of how the transition is changing as we he move closer? 29 days until he is president of the united states. >> there are a few levels on which to unpack that question.

the most public version of this, of course, is the -- as many mentioned, almost reality show like search for cabinet. that is different from the past presidents and what we have seen. behind the scenes his staff is meeting with agencies and trying to get their arms around a massive bureaucracy and trying to figure out what is going on. they have to report back to the teams who leads the agencies. we have little insight into that process. you are right. they put out statements and i don't know if we can say they moderated them. they are barely day or two old. when asked about them, trump was confused by the question. it is not unreasonable for a president-elect to not approve every press release personally.

there does seem to be a bit of a messaging disconnect. >> we know more about who is advising him. peter navarro who is well known china hawk. somebody who spent much of his career saying china is getting the best of the united states. carl icahn, an activist investor. a billionaire. known donald trump for years. you look at the cabinet. a billionaire cabinet. my question is at what point -- this is really incredible. the entire george w. bush cabinet at the time, the entire cabinet is worth 1/10 of this cabinet. which they be friendly to business? does that mean friendly to business is good to workers? that is the question. >> that is the big question. forgive me, the billion dollar

question. one of the things for the way trump is assembling his cabinet is they have differing views on key issues. he has run as a strong immigration hawk, but some picks involved in discussions about immigration have said things about it that are slightly different than the hawkish members of the cabinet. the justice department is in line with that. the labor nominee has said things in line with immigration. it is interesting to see once he has assembled this team what the disagreements are within them. remember, different agencies have to work together on certain topics like labor and treasury and commerce. you have to put together as the obama administration calls it a whole government approach to some things. we have to watch these and what the actual administration policy is once implemented versus the rhetoric. it is still very tbd.

the republican leadership pointed at state democrats for playing politics. democrats pointed back at the republicans. it was reported earlier this week that both party leadership agreed to broker a deal. in charlotte f tif the council able to rescind the deal, that would clear the way for house bill 2. that is anything but what happened here in raleigh today. there has been no shortage of drama with the republicans and democrats here in the state. that promises to continue. there still is no clear date set on when they will take up this special session to discuss house bill 2 next. miguel. christine. nick, thank you. the deal togethth toll rising t the explosioni of mexico city. the families are in shock as the search continues for victims which may be trapped under the rubble. this as investigators continue to find the cause of the blast.

italian prison. charged with assault here in germany. on the run at the moment where there is a manhunt across germany and europe. we have seen searches. one in western germany at a refugee house where anis amri was residing for a while. that's where it stands right now. the german authorities are keeping their cards close to the vest at the moment. >> far right politicians across europe already blaming angela merkel for this. saying she has blood on her hands because of what happened. what is the sense of the poli c politics here? does this -- she was being blamed because he was one she allowed in. it doesn't seem to be the case. will she bear the brunt of the blame here? >> reporter: that's the thing. one aspect of this to keep in mind, yes, this man was not a refugee, per se.

he was to be sent back. he had been here in europe for years. he did not come with that wave of refugees last year. so that is one argument that you can have on merkel's side. on the other side, she is facing criticism from the far right which demonstrated outside her chancellory last night. also within her coalition and governing coalition, some are asking for tougher policy against refugees. that is what we see play out with elections coming up in spring. local elections in the spring and in the fall, national elections. i might mention life is trying to come back to normal here. we are seeing at the market which is reopening today. more media than anything else. they are opening. there are concrete blocks laid around it. a lot of armed police inside the market. they are trying to bring it back.

midwest. trump has picked peter navarro to head the group. he is a critic of china. his book is called "death by china." he along with wilbur ross is a campaign for trade policies. navarro believes the chinese don't play fair on trade. along with tax reform, the group focuses on cut government regulation by 10%. eliminate america's $500 billion trade deficit. and finally expand energy production by allowing more drilling and more coal burning. one interesting development which clashes with the message that jobs are leaving. look at this chart. these are manufacturing jobs open and waiting. nine-year high of open manufacturing jobs. government data shows openings of sustained levels we have not seen since 2007. earlier this year, it rose to

the highest market since keeping track. it tripled after the low of the recession in 2009. translation here. there are a lot of manufacturing jobs available today. the main problem is skills. many jobs require specific training and high-tech equipment. miguel, one issue for the administration and peter navarro and wilbur ross and all those bringing jobs back is how do we make sure the workers here can do the jobs. is that business or government or both? >> one of the issues coming from the recession. the economy is is n a good plac but could they do damage by tinkering too much or doing wholesale damage? >> frankly, we need to talk about bringing traditional jobs back, but more importantly, we

need to talk about new collar jobs and making sure we have an education system and companies and government that all work together that ensure americans can do the jobs. >> and with robotics and artificial intelligence. >> the world is changing quickly. to help us break down the donald trump transition, we are joined by tal kopan in washington. good morning. >> good morning. >> he seems to be filling out -- he is almost done filling out his entire team to take command on the 20th of january. where are we in the transition and how does it seem to be going at this point? >> certainly he's a bit ahead of the game in terms of actually naming all of his cabinet positions. a quick rollout of the secretaries and agency heads. we are waiting for the flushing

out of the white house staff which some say actually is helpful to go first. he has been able to fill his cabinet without fully flushing out -- we know his top advisers, but not the rest of the down the level staff of the white house. then there is a lot happening behind the scenes that we don't have a camera on every day watching who comes in and who comes out. there are staff with the transition rolling out going into each agency and trying to get their arms around the bureaucracy there. the teams are trying to figure out what government looks like so they can report back to the agency heads and actually see policy plans put into place. >> meanwhile, you have the president-elect using his bully pulpit there to tell companies what he expects from them in terms of cost on government contracts in terms of jobs.

we have seen this in several cases. we know that the ceo yesterday of boeing was summoned to mar-a-lago to meet with the president-elect. listen to what he said after the meeting. >> we did talk about air force one. again, the focus here to make sure we get the best capability and make sure the president is secure and we he prop protect n security andafforaffordably. >> and boeing has the air force one contract. >> trump said. >> tweeting how i will cancel the order. tr trump trying to show i got your back with the big companies. >> and keep in mind, we are really not sure where the $4 billion number came from. there were no published reports that put the estimate of that. boeing said a lot of the cost is yet to be determined because you have to specify exactly what

type of abilities you want this aircraft to have. do you want it to be able to withstand nuclear radiation. if so, that will up the cost. you know, in some ways, the companies are playing it smart. it is in every business leaders' interest to play along a bit with donald trump saying i'm not going to let it cost this much even if it was never going to cost that much. why would a ceo say of course we will not let it cost that much. we are watching necessity gosh y negotiations which are playing out where donald trump wants the wins and he wants to look like a good negotiator. as president obama did with mari marine i contracts. if he can declare a victory, it is good for him. we are seeing the negotiations play out. it is interesting how public donald trump is making them.

the russian ambassador gunned down in the assassination in turkey is being laid to rest today with the funeral attended by president vladimir putin. andrey karlov was shot and killed by an off-duty officer this week.

karlov was speaking at a photo exhibit in ankara, turkey. this is bringing forward a stern warnings by officials who will not bow in the face of terrors. we have cnn's matthew chance live in moscow. matthew, how are the funeral arrangements progressing? >> reporter: what we have seen is a solemn service held at russian foreign ministry for the ambassador. seeing many officials from russia filing past the coffin paying last respects. putin among them. the russian foreign minister gave a short eulogy saying the ambassador had highest human qualities and made a great contribution between russia and other countries. one of the things that has come out of the killing, though, is a commitment from the russians and the turks that they won't let their improving relationship be derailed by this.
